improvement System Settings tab

When you don't have permission to view the System settings tab, you don't see an error, so I suggest that maybe it's removed or disabled fully when you don't have permission?

Unfortunately the tab does not have any idea about whether you can access the content of that page. I agree this would be a great feature, but it's much more complicated than it appears.

I really like this suggestion, it's unfortunate it takes a lot of work to do this though, for not much gain.  In terms of UI, a user should never be able to see options that are not available to them. 

I wouldn't mind seeing this in a future version, but it's not urgent.
