They are unable to use services. What version is this? Check their profile from the admin area, make sure the invoice is paid and closed. Then check to make sure your cron job is set up and working properly under Settings > System > Automation. The last ran date should update every 1 or 5 minutes. Check that the "Create Service" task is set up and running under Settings > Company > Automation. If all of that is correct, there may be an error attempting to provision, in which case you should check Tools > Logs: Module log to see if there are any module logs regarding the attempt.
