Make the package inactive.

That's the other option however with a restricted the op would need to set packages first to add it to to their customer's account.

you're best of using a special order form and only use restricted packages on it (as Naja7host said) and then set packages tick the ones the client can see. Soon Blesta will allow you to set packages and they will be visible on the order form for the group. The thing with WHM** way is anyone can guess the url ids and then just order it straight away.
