Service Options Under Universal Module Doesn't Appear On The Order Form In Order As They Are Created

Confirmed with support that the Service Options should show in the order as they are created. However there is a bug where there is more than 10 options then anything above 10 will start at spot 3. Version 3.1 PHP 5.3.28
