Currently I testing built in functionality of blesta using trial version. Before I make a decision to purchase the product I wanna know how does the license works.. My main consent is,  I need to build my own provisioning module for our SAAS product. So I need to know whether you will providing a developer license for module development? and does it's need additional cost?

Only if you buy it directly from Blesta themselves. One free per user I believe, and it has to password protected and not in production.

Yeah, direct purchase + 1 dev license max per owned license can be requested. Dev licenses are strictly non-production.

You need a paid multi-company addon, you can then attach it to any license (Paid or dev) however I'm not 100% sure.
