The webpage is not available has nothing to do with ion cube, mod-rewrite or Blesta but the wampserver you mentioned. If the page doesn't work in the browser it's the connection between that program and the browser.

If you use the module for the license manager you call home every so often and if it's not valid it disables the license therefore rending it useless until they renew it.

Bad bad bad idea, we spoke about this before I believe in this forum and it would cause a server overload if you run a cron every minute because it does everything from orders, to emails, downloading tickets.

You can't remove clients with services or invoices, you can cancel the service and mark their account as inactive or fraud whichever suits your needs. To cancel the service go to manage on the service row, under actions select Cancel. If your using a module and already have removed it from the control panel, un-tick use module.
