    After pushing reaching out to cpanel, blesta the information was handy but didn't solve the issue so then I reached out to @gosuhost a good friend of mine after trouble shooting he resolved the issue I just few bits and pieces so I'd give him a lot of credit.

    you can use the multi-languages system plugin, you shouldn't change anything in database

    New Release 1.2.0 rewrite of the plugin, now the plugin in opens source, compatible with php 5.4 and above, tested also in latest blesta version 4.1.0.
